It sounds like it is still in very early stages, and projects like this take a long time to get going. They have an end product envisioned, but getting from start to finish is a huge task. They still gotta find out what it will look like, how the engineers will build it, who will finance it, who will build it, figure out construction schedule, public concerns, working with the government, etc.
